The procedure for holding the Faculty Council sessions

  1. The Faculty Board (hereinafter – the Council) consists of all members of the faculty academic staff and student self-government representatives.
  2. The Board shall be authorized if it is attended by more than half of the members of the Board of Council members.
  3. The decision on the Council shall be adopted by a majority of the attendees while in the case of the “Law of Georgia on Higher Education” the majority of the members of the Council.
  4. The Council shall recognize the authority of its members upon its first meeting.
  5. The newly elected academic personnel and student self-government shall be authorized by the newly elected representatives in the Council at the nearest meeting of the Council.
  6. In case of absence of dean, the Council shall have the right to convene the Council no less than 1/3 of the members or deputy dean.
  7. The Council is authorized to the failure of the Dean to act in breach of the Georgian legislation, inadequately perform the duties imposed by the Dean and / or perform the inadequacy of the Dean,   at the request of at least 1/3 of the Board of the Faculty members, consider the issue of early termination of the Dean’s authority. Decision on early termination of the authority of the Dean shall be made by secret ballot, by a majority of the composition of the list. The Dean does not participate in the voting provided by this paragraph, The Council is chaired by the Council’s older member.
  8. The Council is authorized to, in case of early termination of the authority of the Dean by the open ballot, under the Chairperson of the Council and majority of votes to appoint the Acting Dean.
  9. The Council meetings are chaired by the Dean, and in case of his absence – deputy dean.
  10. The Secretary of the Council shall be elected from the members of the Council, by a majority of the constituents, by open ballot.
  11. Each Council member has one vote. The reason for the absence of the sessions should be informed to the chairman of the meeting in writing. The members of the Council are invited to the session without special invitation. During the work of the Council, a member of the Board shall be entitled to participate in the procedure to consider all the issues, which is the subject of discussion of the Council, express its opinion, ask questions, use the legislation, the Charter of the University and other authorities granted by the Faculty Statute.
  12. By the majority of votes the council is authorized to form the faculty’s permanent and temporary commissions, including the faculty publishing case commission (commissions) and working groups, with the participation of the council members. Commissions and working groups can be created by the faculty members of the staff, with the participation of specialists, experts, public representatives and interested persons invited by the Board.
  13. The registration of the members before the opening of the session and the decision is made by the secretary of the Council (registration data is attached to the minutes of the meeting and is an integral part of the protocol).
  14. The Secretary of the Council shall, at least three days before the Meeting (except the Extraordinary Session), decide the agenda of the meeting. Together with the issues falling on the agenda, the speaker will be indicated.
  15. The Council is authorized to make decisions on procedural issues of the session by open ballot or other form of voting, by a majority of attendees.
  16. The meetings of the Council shall be formalized with the protocol, which shall ensure the continuation of the registration of the Secretary of the Council. The protocol is accompanied by all the materials attached to the topic of discussion under the agenda of this session. The authenticity of the protocol shall be confirmed by the chairman and the secretary of the meeting. On the last page of the protocol the seal of the faculty will be laid.
  17. The Council is authorized to make a decision in the form of decision on all matters related to the competence of the Council
